About:Chinese Consulate in Los Angeles

I'm a US citizen living on Guam wanting a Tourist L visa to Shanghai?

I noticed that you cannot mail the application in that it has to be turned in in-person. I don't know anyone in Los Angeles so how can I get a tourist L?

You cannot go to the LA in person?
If cannot, you may need to find a local tour agency to help you to get one.
