U should know that Mt. Huashan is famous for being dangerous, so of course. In Jan. it may snow on the mountain. Wear warm and antiskid shoes. It will be fine to hike. There are many facilities to ensure passengers safety like iron rope handles. Also you should wear a pair of gloves because the ropes will be ice-cold.
It takes around 2h to the mountain by taxi, which will cost much. I suggest you take a taxi from your hotel to XA Railway Station. In the east square of the railway station, there are many tourist buses to Mt. Huashan directly.
I just know the Xianyang Lake would freeze in winter. It is around 16mi from XA city. You can take a taxi there and do ask the driver to charge by meter.
