born in hong kong, but do not have hkid

Hi there, I am born in hong kong and I have applied for an hkid, however I have not received it yet. I also hold a canadian passport. Can I get a voa even though I don't have my hkid? I do have the temporary slip that is an hkid equivalent.

Personally speaking, if you have a Canadian passport, you may be unable to get a HK ID card.
If you stay in HK for less than 90 days, you can only use your passport to travel. VOA is not needed and necessary.
