About:Chinese Embassies and Consulates

We are currently in Munich, Germany (from US, with US passports), but flying to Shanghai

staying there for less than 72 hrs, then on to Chicago, US. Can we apply for 72-hr visa free stay at Shanghai Airport? And will the 72 hrs. begin upon our arrival in Shanghai?
