About:How to Collect a Train Ticket

Train Ticket Pick-Up

I went to pick up my train tickets at the Beijing Railway Station but was told to do it one hour before my departure. I was wondering if this was the case normally because it was my understanding that once they were booked, they could be picked up at anytime

Yes, normally you can collect it at any time as long as it is issued and you get the pick up number. No idea what happend, may be you can try again.
