No visa is needed if you just stay in the airport.

If I wanted to step out of the airport and tour around do I need to file for a visa within the 7 hours instead of waiting inside the airport?

Yes, you do. You can easily apply for a stay permit in the airport. With the permit, you are allowed to step outside the airport within 24h.
