is there any visa on arrival facility on urumqi airport?

I'm a Indian Citizen. I am working in Indian Army. I want to go to Urumqi for tourist porpose for 10-15 days. Is there any VOA facility available on Urumqi Airport? And what are the charges? What are the document need to show on arrival?

The VOA facility is available at that airport, but it is hard to get it at the airport, unless you are in an urgent issue. If you just go there for visiting, you are suggested to apply in advance in India to make sure that you can enter Urumqi easily. The price is 168RMB per person. It is not clear about the documents.
