Can she get my visa at California?

I'm from Philippines. We're planning to go to Hong kong next year for a tour and my companion is at San Francisco California. She bought my ticket there and now she wants to know if she can get my application there at California. Is that Be okay?

You live in Philippine, right?
If so, she cannot help you to apply in California. You may need to apply locally in your country's Chinese embassy.
