About:72-Hour Visa-Free Transit

If need transit in harbin layout 5hours to Krasnoyarsk ...but don't have visa harbin..how to do...

You will make an international transfer, right?
If so, it is not needed since you just sta for 5 hours. If you just stay in the airport during the 5 hours, nothing is needed. If you want to get out, you can apply for a stay permit to get out.
