About:

Hi, I am a German national and live permanently in Shangghai. Is there a way to get the Visa here?

I want to get one for Ghana. Or do I need to go to Beijing for it myself?

There is no information showing that there is a consulate of Ghana embassy in China, so you may need to go to Beijing for applying on your own.
If you do not want to go, you can find a tour agency to help you to get and the fee will be high.

For detail information, you may need to contact the Ghana embassy for asking directly and their email is beijing@ghanaembassy-china.org.cn.
