It requires your passport, completed 2013 application form, a recent six month passport photo, round-trip air tickets and hotel booking in China. If you come to China for the first time, you will be also asked to provide your financial statement, such as recent six months bank statement, bir-stamped tax return form and professional ID.

If someone invites you to go, you can ask him or her to send you an invitation letter. Then you can use the letter, your passport, your application form with recent taken photo to apply. For the bank statement, it is still needed if you are the first time to go.

Have you even come to China?
If so, the bank statement is not necessary. If you really cannot provide a bank statement, you can proof any documents to show your financial situation. But it is not assured that you can successfully get yout Tourist L without a bank statement.
