my friend wanna visit china for 1 month, so can he get the HK visa in such short time?

Hey, did you mean that your friend wanted to apply to visit HK when he was in mainland China? If so, he should file his application to the office of HK SAR in Beijing. It takes four to six weeks to acquire it.
