For Shanghai, you cannot get an VOA and you need to apply one in advance. The fee is 3900Rs for a single entry one.

For HK, if you only stay there for less than 14 days, you do not need to apply one. You can enjoy a 14-day free entry policy. If you stay longer than 14 days, you need to apply in advance and the fee is 160HKD.
