Can a US citizen apply for a Chinese visa in Seoul while attending a conference there for a week?

I'm an American citizen staying in China right now with no more entries left on my visa, but I need to attend a conference in Seoul and then return to Shanghai. Can I apply while I'm in Seoul for a week? Or would I have to have an ARC in order to apply?

Laura, you can't apply successfully if you don't have the ARC cards. You may fly from South Korea to Japan to apply one.
