from belgium but want a visa to china from kampala

I'm currently in Kampala Uganda but my nationality is Belgium and in October i will be going to Ghaunzhou on the Canton fair, My question is:  Is it possible for me to get the visa from the embassy of china in Uganda or i should go back to get it from Belgium?

It is possible to apply in Uganda with your valid passport, application form, recent taken photo, invitation letter from the fair, introduction letter from your company, your company's business license, your proof of legal status in Uganda, your bank statement with history for at least 6 month with each month no less than 5 million shillings.
