According to the policy, you are qualified for the 72-hour free transit since your departure place is Manila and the final destination is HK. But it is not assured that you can get the stay permit when you are at the airport, because the Manila and the HK are in the same directions and it looks like a around trip.

In order to make sure, you are suggested to consult the Beijing airport Exit -Entry Inspection for asking directly and their phone number is 0086-10-56095400. Or you can fly from London to Beijing and the Manila. In this way, you are assured to enjoy the 72-hour free transit.
