About:Apply for China Visa in a Third Country

China visa for Indian Passport with HKID

I have Indian Passport and HKID, staying in HK from past 1 year and have visa valid for another 2 years. Can I apply one for China from HK? I asked a few agencies and i got different answers, some says you need to apply from India, as I never been to China before, some says you can get.
