You should ask your friends in HK to submit your application or mail your application to HK Immigration Department directly. Its address isHong Kong Immigration Department  Receipt and Dispatch Unit, 2/F,  Immigration Tower, 7 Gloucester Road,  Wan Chai, Hong Kong.  It takes around 4 to 6 weeks.
