Can I apply for a Visa on my Australian Passport while studying abroad in The Netherlands?

Hi, I'm an Australian and I will be studying in The Netherlands for about 6 months. I plan to go to China for about a month after I finish my studies and before I return home, can I apply in the Netherlands? If so, where do I go, or can find information for applying in my situation? Also, how long will it take for me to receive it? Thanks.
