To my knowledge, individual foreigners are not allowed to visit Tibet alone. They should join tours arranged by qualified travel agencies. The agencies can help you acquire the Tibet Travel Permit. Your residence permit allows to to stay in China. However, you still need to apply for the Tibet Travel Permit.
