Hi, it is not recommended. You should apply for it in advance when you are in your home country. It is the easiest way.

But is it possible to apply as a tourist in a country that is not your home country? Perhaps in France, Germany or Russia?

Hi Jon, the fact is that it is now very difficult to apply in a third country unless you are a resident, and you are required to provide residence permit or long-term visa as proof. Anyway, you can contact the embassy directly for confirmation if necessary.
