Do you mean transit freely without visa for a transit of less than 24 hours? the answer is Yes if you mean it.

Hi Lance.

Thanks for the reply. I am South African and flying from South Korea to Shanghai on to Nepal. The layover in Shanghai is 12 hours. So my question is, can I leave the airport and explore Shanghai? Do I qualify for a free transit?

Yes, but you have to apply for a free stay permit after arrival at the airport if you want to go out for a visit.

Hi Lance. I am not flying to Shanghai any more but to Guangzhou. Can I get a 24 hour free transit there?

Yes, sure. 24 hour visa exemption is applicable among all those cites (where the airport has international flights) in China.

You do not need a visa, although leaving the airport is not possible in Guangzhou. In other places it's up to the immigration officer.
