Permesso di soggiorno is a problem or not for chinese visa ?

Hi,

I am a student at Politecnico the Milano University and I am turkish resident. We will have a workshop in Shangai by Tongji University between 30 june-13 july. My problem is that my residense permit will expry in September 17 and the Chinese Embassy in Rome told me that I can not apply without a residence permit validated at 6 mothhs from application date. Since my permesso di soggiorno will expry in semptember and since I can not renew it at least 60 days before the validation date and even if I could,it wont arrive to me on time.

But I could chinese consulate in my own country and they told me I dont need such a thing. Therefore I am in a big dilemma. Could you help me on this issue.

Another thing is which type (touristic L or education x) would be ready faster and what are the requared documents for each. I searched and have requarements already ,but I would like to confirm them by the info that you would give me . Because I ll have only one chance to go to consulate,therefore I do not have a chance to miss something.
