China Visa from Germany for Ph.D studies

Hi, I am a pakistani, who is in Germany for a training and having a resident permit in Germany. I want to go china for my Ph.D studies in a chinese university. Can I apply for a X type for my Ph.D studies, I mean whether I can apply from Germany or Nethrelands for the X type. Please let me know
