Indian citizen in Japan applying for a Chinese Student Visa

Hello, I am an Indian citizen currently residing in Kyushu. For my postgraduate education I will be going to Beijing. Can I apply for it in The Consulate General in Fukuoka? What is the processing time for such a long-term study X?

Hi, you can apply for it in Japan if you reside there. The processing takes 4 working days but you have to use a travel agency for application.

Do I still need to go through a travel agency if I don't need a tourist visa?

Please update yourselves on the process..
I mailed the consulate in Fukuoka and the embassy in Tokyo asking about this and I got no reply (probably because no one knew what I was talking about)..
Finally I just went to the consulate and applied myself.. And let me just point out that I didn't face a single problem!
The staff were very friendly.. although all I talked to them in Japanese, they spoke Chinese, Japanese and English fluently.. And I didn't have to pay a penny more for the process!
It is ok to say that you are not sure of the process but, please don't misguide the people asking you the questions here
