About:Apply for China Visa in a Third Country

Can I get a visa from a consulate/embassy in South America or in Hong Kong, considering I am resident of neither?

I am travelling around south america at the moment but fly to Hong kong in July. I intend to visit China from HK for approx 3weeks. I am an Irish residence however will not be in Ireland before I reach Hong Kong. Any help or advice is appreciated!

According to what I know, the applicants who apply in HK are required to provide their HK resident status. For those who apply in the third countries, they should provide their resident permit for employment and study or any other legal status (valid visa). If you can not provide these documents, I am afraid that you may not apply in South America successfully.
