Can I leave the airport when transiting for less than 24 hours?

I am a FJ citizen residing in Japan. I have a transit of 16 hours on my way to Australia. I understand that I do not need a transit visa for a transit of less than 24 hours but can I leave the airport to stay in a hotel during this time?

You have to apply for a free stay permit after arrival at the airport if you plan to go out for a hotel. It is easy to get with your passport and flight ticket.
