Tax from China to New Zealand?

I have ordered phones and ps4 from china, the company has now told me I have to pay brand tax before customs will release them to be sent to New Zealand. A tax rate of 90% is this true?

I just know taxi is needed for these items and the free tax value of them is CNY1,000. Although I am not sure about the exact tax rate, it is impossible with such a high tax rate!
