cheap and bargain cloth shopping on nanjing road, yuyan garden in Shanghai

We want to buy good clothes and footwear - slippers , not very costly. from where we can get it ? Options at Nanjing road and on Yuyan garden market ?
Bargaining possible at both places ?

The Qipu Market on Qipu Road is next to the Tiantong Road Subway Station of local subway line 10. There is one kilometer from East Nanjing Road Station.
