Does the Lanzhou airport taxi operate by meter? Or do I need to bargain for the price?

Yes, most of the taxis in the airport will not charge by meter but at a fixed price. In case of fraud, you are suggested to bargain with the driver and settle the price before you get in the car. Surely, you can demand the driver use the meter device.1
