I'm staying in Millenium harbourview hotel in Xiamen. Where is the nearest available chinese Muslim (halal) restaurant.

The closest one is a noodle restaurant called Xibei Lamian (西北拉面) at No. 296, Xiahe Road. It is about 600m from your hotel.
You can walk along the South Siming Road to find that restaurant directly.
