Who would normally make and distribute gunpowder, paper, tea etc in ancient china for the silk road

Generally speaking, businessmen made and distributed the items that you mentioned. However, in the very beginning of the establishment of the road, the goods were made by folks, but distributed and transported there by the central government to explore outside world!
