You mean the Li River Cruise from GL to Yangshuo, right? There is no Li River sightseeing cruise in GL city itself. If you want to enjoy the scenery of that river, you only need to take a boat from GL to Yangshuo.

The ticket price for the Li River Cruise is around 230RMB per person and you can buy it through the local tour agency or through your hotel.

As I know, the cruises leave GL at 09:30 and 10:00, so no cruise is available around 12:00pm.

You need to take a bus from the Qintan Bus Station in GL city proper to the Longsheng County and then hire a local car to Longji Terrace. The buses to Longsheng are from 06:30 to 19:00 with interval around 20 to30 minutes.
From the airport, you can take the airport shuttle bus to reach its terminal and then take a local taxi to reach Qintan Bus Station.
