Can I obtain a Z Visa in Mongolia?

I will be traveling in China and then Mongolia. I have a multiple entry 1-year L type with 60 days for each entry. I will be participating in a teacher training in August in Harbin after traveling in Mongolia, then starting a job. Will it be possible for me to acquire the Z type while I'm in Mongolia, or will I need to travel somewhere else for that?

You need to apply for the Z type in your own country, according to the latest requirement.
