Application for a tourist visa to China being non resident in Romania.

Hello, I am a British Citizen, resident in the United Kingdom currently on business in Romania for the next two weeks. I am planning to visit friends in Shanghai at the end of April. Although I am not resident in Romania, can I apply for a tourist L for China, from the Chinese Embassy in Bucharest?
