It is clear you need to submit application in person. But do you need to come back 4 days later to pick it up or are they mailed? My husband travels to DC so he can drop off the applications for our family but does he need to schedule a longer trip to wait to pick up it in person? will they hold it until he is back in DC 3 weeks later?
