Chong Qing Xin Tian Di - is it built and opened already?

Can anyone kindly advise whether CQ 'Xin Tian Di" 新天地 is already opened with shops, commerical building and eating places? I dont seem to be able to find any details what is available there if it is already built and opened. And also, whether there is any hotel for short stay there. Thanks a lot.
