About:72-Hour Visa-Free Transit

If I fly from Kiev to Shanghai does the visa time begin from landing in Shanghai?

And do I then have to report at a Shanghai police station?

I think it's counted from your landing at the airport. Anyway, you should confirm this with Shanghai Airport Immigration Inspection at 0086-21-51105100.
