How can I reach the embassy in Kiev?

Since China announced that who hold the work permit can go back to China, but if the work permits expire, they can apply from the Chinese embassy, but I can’t reach the Chinese embassy in Kiev by calls or emails, and they don’t allow anyone to go embassy. What is wrong with this embassy? Are they all got COVID-19, therefore they cannot work. Praying for them , hope them recover soon.
