About:240-Hour Visa-Free Transit

Is Paris(connecting flight at Kiev) to Beijing, Beijing to siem reap valid? I have a french passport

Yes, you are definitely qualified for 144 hours visa free transit. Anyway, you should have in mind that your flight from Beijing to Siem Reap should not have any additional landing in mainland China, i.e. it has to be a nonstop flight from Beijing to Siem Reap.
