Hello, I live in Oregon and my uncle lives in Los Angeles, CA. Can he apply for my Chinese visa?

Sorry, you should submit your application to the Chinese consulate that administrates your area. If you are busy, you might ask your friend to submit your application to the Chinese consulate in your area.
