About:Useful Telephone Numbers in China

International Fraud related TAIWAN, Hong Kong, and Shanghai

I'm fraud victim and scammer mede me wire transfer to Taipei, Hong Kong and Shang hai in China.
I reported to each local police in English. Only Hong Kong respond me. I would like to know Shanghai police's e-mail address so that I can submit my compliant and report to them.
Please help me!! Also, I would like to ask help to Japanese Consulate in Shanghai. Does any one know e-mail adress? I need this A.S.A.P.
