About:Chinese Embassy in Japan

Agency or direct to embassy? Rule change in 2013...conflicting info online

I'm a uk national travelling in Japan. Next stop Beijing. Do I need to apply for visa directly at the Tokyo embassy? If yes how do I make an appointment? Or appt not necessary?
Previously understood I needed to apply through an agency but they have said otherwise - Rules changed recently?
Time is getting tight. Thanks

If you are a temporary visitor in Japan, you need to submit your application to Chinese embassy/consulate in person, showing your Japanese visa and entry record. Appointment is not required.

This contradicts the information above, which says that non-Japanese need to apply through a travel agency. Am I misreading either the original information or the response provided?

Hi, I read the information on the wesbite of Chinese embassy in Japan that "持短期签证来日本的第三国公民必须本人亲自向中国大使馆、总领事馆申请。" So, it is true that temporary visitors to Japan need to apply in person from the embassy or consulate. Foreign passport holders who are residents in Japan need to apply through travel agencies appointed.
