Can I still apply for the new student visa in my country ?

I was refused 2 time at Chinese embassy in Viet Nam to make tourist L because I had too much extended student X in my passport , I had studied in Beijing for 4 years. I didn't extend it when I was in Beijing because of family problem .
Now my school say they will send me the form to apply student X in Viet Nam , they say not 100% sure but should be ok and I need to pay first 2000rmb . I just worry that when I receive the form and go to the embassy again will they accept my passport or will refuse with same reason ?
