Hi! I am in Xian-Shaanxi. According to the Embassy website my consular area is under the umbrella of Embassy of Japan in Beijing. I am not intended to travel to Beijing. Can I apply for visa from Consulate General in Chongqing? Thank you

No, you have to apply from Beijing. You can also entrust a travel agency to handle your application on your behalf. As I know, there are two agencies in Beijing which are appointed by the embassy. Tel: 4006008888 or 010-84187614
