Is it possible to get an S-1 or S-2 Visa IN CHINA ?

My wife is a Domestic Helper in Hong Kong, using a DH work visa. My understanding is she has to return to the Philippines to apply for the S-1 or S-2 there. So the big question is...as long as we meet all the requirements , is there still a chance she can be denide, and then she'll be stuck in the Philippines ?

Yes, your wife needs to apply in the Philippines. But there is no guarantee that she will be issued a visa even she has all requirements well-prepared. The consular officers have the final say to her application.
