Can Non Citizens Get FREE Medial Treatments In Beijing?

I'm Kindley Failure Patient And Dailasys Patient Twice A Week. Is Any Hospital Give Free Stem Cells Treatment And Dailasys For NON CITIZENS Or Any NGO Helps Me? I'm Coming To China For Get Sten Cells Treatment

The free medicial treatment in China is not available, but I am not very clear about the NGO issue.
