Can I get a tour while on a layover in these places OR DO I NEED A VISA?

I am on my way to and from India and I have a layover in Shanghai, Hong Kong, singapore,

If you transit in Shanghai less than 72 hours, you won't need to apply for one. For HK, you enjoy 14 days free access there.
