Is group visa allowed in Beijing and Shanghai?

I'm considering joining a tour group and the travel agency says that we only have to submit a clearly scanned copy of our passport. Is that really allowed?

If the agency says it's ok and there shouldn't have been any problem. Usually, you should stick together with other travelers because you hold group L type.
