What papers do I have to have to exit the airport and take a tour in Beijing airport during the transfer

We will have a 15 hour layover in BJ in April, We want to take a day tour of some of your sites. Who or where do we go when we arrive to get the correct papers or permission to leave the airport with just our passports.

Only the passport and your flight tickets are enough and you need to get through the entry procedures at the airport's Entry-Exit Inspection & Quarantine Bureau and Frontier Inspection Station.
